Security in a Complex Era: Emerging Challenges Facing India is a horizon scan of conceptual shifts in the nature of conflict. These shifts include the threat posed by networked forms of organization; the augmented role of information and perceptions in both shaping and resolving conflicts; deficits in governance as security threats; the security implications of emerging technologies, climate change and economics; emerging challenges in nuclear, space, and military strategies; and global shifts in geopolitical power and their effects on Indian strategic thinking.

Security in a Complex Era concludes by proposing an alternative paradigm for conceptualizing and acting on national security: an evolutionary systems view of security that employs networked management and anticipatory governance.

Neil Padukone Neil Padukone is currently a Visiting Fellow at the Observer Research Foundation (ORF), New Delhi. He has worked with the Project on Forward Engagement, an effort to inculcate strategic foresight, networked operations, and feedback monitoring systems into governance, and co-founded Banaa.org, a non-profit organization that provides Sudanese survivors of atrocity with technical and conflict resolution training to address conflict in the region.
He has done consulting projects with the Project on National Security Reform, and the LSE Complexity Research Group, among others. In 2007 he received a US State Department scholarship to study Arabic in Amman, Jordan. He speaks Spanish, Arabic, and introductory Hungarian. He completed his degree, magna cum laude, in International Security with a minor in religion from the George Washington University, Washington, D.C. He spent a year studying management at the London School of Economics and Political Science.
