Sameer Sharan Kartikeya Sameer Sharan Kartikeya is an infantry officer with vast operational experience both in J & K and the North East and presently commanding a Rashtriya Rifles Sector. He has led troops both in high intensity Line of Control environment as well as complex insurgency dynamics. The officer was awarded Sena Medal for distinguished service for leading his Battalion to an exceptional all round performance in an insurgency ridden region. A prolific writer, he has published several papers on varied subjects viz Terrorism, ASEAN, Defence Budget, Social Media etc at the CLAWS. The Monograph is based on his interpretation of several papers, dialogues and international seminars he attended and his understanding of India’s relation with its neighbours.
